随着中国企业从“产品出海”迈向“全球化经营”,其在海外面临着经营合规、市场进入、跨境人才管理、跨文化融合及本地化运营等多重挑战。为系统性地为企业提供全链条支持,根据2025年9月12日国务院常务会议精神,公会决定强化跨境服务的职能,旨在将其建设成为海外综合服务平台,成为中国企业出海的战略伙伴,帮助海外的企业将本地化管理从“成本中心”转变为“增长引擎”。
中国人力资源同业公会于2025年9月23日宣布,正式任命资深跨境企业管理专家周晔先生为公会执行委员会副秘书长、海外综合服务平台总干事,全面负责平台的战略规划、资源整合与日常运营管理,推动中国企业海外经营管理的专业化与合规化建设。同时,根据公会与漕河泾新兴技术开发区的战略合作框架,公会任命周晔先生担任漕河泾新兴技术开发区海外综合服务站主任。此任命自2025年10月1日起生效。
周晔先生的就任,将依托其丰富的国际经验、深厚的专业洞察及卓越的领导力,引领平台更好地服务于中国企业的全球化战略。

2025年9月22日,中国人力资源同业公会宣布成立海外综合服务平台(Outbound and Inbound Service Hub, OISH)。这是全球首家专为出海中资企业服务的跨境服务的机构。
9月12日国务院常务会议指出,着眼于为出海企业参与国际合作与竞争提供有力支撑,进一步完善海外综合服务体系,推动在重点国家建立海外综合服务站。
经过半年筹备,我们首批海外综合服务站落地美国旧金山,日本东京、横滨、名古屋、大阪,新加坡和南非约翰内斯堡。

HR Driven by Internet+ & Data
If we select the hot words of the year, "Internet" must be one of the most popular out of them. Internet+ connects various industries to an internet world. Nevertheless companies in such an environment have to experience restrucuturing of business models, organizations, cultures and value chains. "Internet+HR" causes that many arguments throughout the year around HR community. New challenges about cross-border business integration and talent mobility keep coming up to HR professionals with new demands of innovative business models and improvement about efficiency of human capital. 股东、股权与激励三步曲
李克强总理在2015年《政府工作报告》中,38次提到“创新”,13次提到“创业”,尤其2次专门提到“大众创业,万众创新”。两会刚刚结束后的3月20号,他在工商总局考察时表示,要让那些新注册的企业活下来,活得好。
但是大家也知道,中国企业的平均寿命为2.5年,这意味着每年有大量的公司关门倒闭、开不下去。除了大环境需要政府主导改善之外,大致内因都是目标不清晰、管理不规范等等,在这些原因中,由股东矛盾、股权纷争引起的不在少数。
从企业创立开始,不断遇到新问题:外部市场环境不好、内部管理难以协调、不是利益分配不公平、就是发展方向有分歧,真是兴亡甘苦两迷茫。
无论初创项目,还是快速发展企业,都对股权结构设计、股权激励等有关事项存在困惑。针对这种需求,本智人才管理中心经过大量调研与设计,推出了“股权与激励三部曲”课程,由“股东、股权与激励”、“股权架构设计”、“股权激励”三大模块构成。
