人力资本计量

What is the core of business operations? Finance! The positive and healthy growth of cash flow is the ultimate purpose that any business pursues. However, there is no effective evaluation approach for HR management, and HR Dept. seems isolated outside the key functions of the company. That makes it difficult for HR professionals to visibly demonstrate its contributions and functions in the organization's development. Consequently, the top managers have to judge an HR manager's performance only by subjective feels. That simple and arbitrary methodology can't objectively and effectively assess the HR professional's true capabilities. Whereas employers feel even difficult to correctly evaluate the values and potentials of the employee team in business operations. Without that premise, the true acquisition, development and retention of talents will be out of the question.

Being the most authorized alliance of HR professionals, HASA encompasses networks of senior HR practioners, consultants and global institutions, dedicating to improving models for HR management and explore theories and methodology that may better help HR practioners and business growth. Professor Wen-xian Zhang, the professor and Advisor to Ph.D from Fu Dan University, who is the founding member of HASA, and a member of HASA council and the Committee of Profession, completed his series of books like Human Capital, Management Stake and Design of HR Accounting Policies, demonstrating the philosophy of link between the gains of HR management with the financial profitablility, which provides the theoretical basis for capitalizing HR development and management.

Initiated by Chinese State Ministry of Finance, the research project of "Measure of Human Resources" will be cooperated by HASA, Fu Dan University and Shanghai Bo Da College. Prof. Zhang will lead the project to explore applicable approaches and tools to assess human resources for business, based on the theory of evaluating HR values with market practice and insights in China. HASA calls a repeated meeting for this topic at Fu Dan University in Shanghai on March 25th, 2011.

企业经营最关心什么?财务指标!现金流良性正向的增长是企业追求的终极目标。而长期以来,人力资源管理的效果缺乏评估方法,使人力资源管理部门的工作似乎游离于企业的核心之外,人力资源部门也无法直接展示其在企业发展中的贡献和作用。因此,许多企业的决策层只能凭主观感觉来评判一个HR经理人工作成果的好坏。这种简单、武断的方式使企业往往不能客观有效地评判一个HR经理人的水平,而企业更难以正确评价本组织中员工团队在企业经营中的价值和其具有的潜力。丧失了这个前提,真正意义上的人力资源获取、开发、保留就无从谈起。

中国人力资源同业公会作为人力资源专业、权威的人力资源行业团体,由众多具有代表性的企业的人力资源高层发起、汇聚了知名企事业人力资源管理实践者、咨询界以及海内外高等学府和院校的网络,致力提升人力资源管理的模式和探索更有助于人力资源从业人士及企业经营发展的人力资源理论及方法。由公会发起人、理事、专业委员会委员、复旦大学管理学院张文贤教授撰写的《人力资本》、《管理入股》、《人力资源会计制度设计》等一系列著作提出了将人力资源管理的效益和企业经营运作的财务效益相结合的理论,为企业人力资源开发、人力资源管理提供了财务价值化的理论依据。

由中国国家财政部立项,由中国人力资源同业公会、复旦大学、上海博达学院、张文贤教授合作的课题:“人力资源计量”将基于人力资源价值评估的理论和思路,立足中国市场实践,开发应用于企业经营的人力资源价值评估的相关方法及工具。中国人力资源同业公会专业委员会将于2011年3月18日于复旦大学召开工作会议,探讨本次课题的工作计划。
